Seeks Home Investment Partnership Proposals
OLYMPIA

Thurston
County
is accepting proposals from eligible organizations to apply for up to a
total of $899,915, of which $854,915 will be funded from the HOME Investment
Partnership Program (HOME), and $45,000 will be funded through the Homeless
Housing Program. Funds may be used for the following eligible activities:
rental housing projects, Community Housing Development Organizations (CHDO)
projects, and Tenant Base Rental Assistance Program (TBRA).
Funding is for Fiscal Year 2009 (September 2009-August 2010) with
contracts likely to be executed in October 2009.
Applications are due to the county by July 13, 2009.
Potential applicants may include public housing authorities,
non-profit organizations, for-profit organizations, CHDO and faith-based
organizations.
Funds must be used to produce or preserve long-term
affordable housing in
Thurston
County
for low-income residents. Projects
must be eligible HOME activities that support affordable rental housing, which
include acquisition and/or rehabilitation, new construction, acquisition
and/or rental assistance.
Priority
for funding will be given to proposals that meet the following goals:

Projects
that preserve affordable rental housing units in the Cities of Tenino and
Yelm.

Projects
that prevent the loss of existing (private) affordable and subsidized
multifamily rental units for homeless and special needs populations.

Organizations
that leverage county funds and meet the HOME match requirements (25% of
all HOME funds spent on eligible activities must be matched with
non-federal funds)

Organizations that meet all the regulatory and program requirements of a Community Housing Development Organizations,
and can be certified eligible within 90 days.

Organizations
whose project will benefit underserved towns and cities and rural areas of
the county.

Projects
that are ready to proceed.

Proposals
are due Monday July 13, 2009, no later than 5:00 P.M.
