County Recognized as National Leader in Flood Plain Management

OLYMPIA—Thurston County has been selected as the number one community in the nation at achieving “no adverse impact protection” by the Association of State Floodplain Managers.  The award is in response to the county’s efforts to work with property owners to reduce flood impacts on public health and safety while preserving natural areas.  “No adverse impact” floodplain management is an approach based on the principal where an action of a property owner is not allowed to adversely affect the property rights of others.  It is consistent with a common law principle, “Sic utere tuo ut alienum non laedas,” or “so use your own property that you do not injure another’s property.”

Planning is the key to meeting the needs of county residents, protecting the county’s resources, and minimizing risk from a myriad of natural hazards, including floods, earthquakes, volcanic eruption, severe storms, and landslides.  Plans have been developed for flood hazard management, drainage basin management, hazard mitigation, and shoreline protection.  The county can also provide technical assistance to land owners who desire to further protect buildings and property.

By undertaking activities that truly address the local situation and do not harm others, Thurston County can:

·        Prevent flooding from increasing or damaging other people’s property or communities;

·        Achieve a reduction in flood losses over time;

·        Avoid costly challenges and lawsuits over causing or aggravating a flood problem; and

·        Receive recognition for flood mitigation efforts by receiving a discount on flood insurance premiums through the National Flood Insurance Program’s (NFIP) Community Rating System.
