Organizational
Proposals Sought for Use of Housing Funds
OLYMPIA
–
Thurston
County
officials are seeking proposals for three different types of housing funds.
The three funds are- HOME, House Bill 2060, or House Bill 2163.
HOME funding is available for FY2006 (September 2006-August 2007).
Money under the HB2060 and HB2163 programs will be available February to
December 2006. The HOME Consortia
has set aside $100,000 for projects that meet the criteria of HOME, and
$500,000 that meet the criteria of HB2060, or HB2163.
Organizational
applications must benefit very low-income residents of
Thurston
County
, with emphasis on reaching those who are the most vulnerable--the homeless,
mentally ill, and at-risk youth. The
eligible activities include:
-Tenant Base Rental Assistance
-Homeowner Rehabilitation
-Rental Rehabilitation,
-American Dream Down payment Initiative (first time home buyer).
HB2060
funding source: In order to
apply, an organization’s proposal must principally benefit low and
moderate-income persons. The
eligible activities include:
-Acquisition, construction, or rehabilitation of housing projects that is
affordable to low-income persons at or below 50% of the area median,
-Support for building operation and maintenance cost of low-income housing
projects,
-Rental Vouchers for persons below 50% of median income, to be
administered by local public housing authority or other local organization
that has existing rental voucher program,
-Operating costs for emergency shelters and licensed overnight youth
shelters.
HB2163
funding source: To apply for
these funds, an organization’s proposal must benefit homeless persons.
The eligible activities include:
-Rental and furnishing of dwelling units
-Costs of developing affordable housing and services for formerly homeless
persons residing in transitional housing or permanent housing and still at
risk of homelessness
-Operating subsidies for transitional housing or permanent housing
-Services to prevent homelessness, such as emergency eviction prevention
programs including temporary rental subsidies
-Temporary services to assist persons leaving state institutions and other
state programs
-Outreach services
-Rental Vouchers, homeless or below 30% of median income or in immediate
danger of becoming homeless
-Other activities to reduce and prevent homelessness as identified in
county plan.
Those
who wish to propose a HOME/HB2060/HB2163 funded project, must fill out an
application and return it to Connie Rivera at
Thurston
County
by 5:00 PM on February 27, 2006.
The
HOME Consortium meets in early March and will review the applications and make
their recommendation to Thurston County Commissioners.
Those who have completed and returned an application will be contacted
by March 17, 2006 regarding the status of their proposal.
