Junk Vehicle Program Continuing

OLYMPIA - Thurston County residents (not businesses) can continue to have a low-cost way to recycle their junk or hulk vehicle(s) in 2003.  The Thurston County Junk Vehicle Pilot Program is off to a successful start by recycling approximately 141 vehicles in 2002 and there have been over 2,000 visits to the program website.  This program is funded through program funds and does not involve general purpose funds.

Interested county residents must have their vehicle approved for recycling.  Once they follow the directions below, they can purchase a coupon for $40, which covers hauling and the recycling of their vehicle.   County residents can still use coupons that expired on December 31, 2002, if they haven’t used them yet.  Coupons can be purchased until December 31, 2003.  All coupons will be honored until March 31, 2004. 

In order to qualify for the program the vehicle must meet the Junk Vehicle Definition (below).

Junk Vehicle Definition

On Sept. 9, 2002, county commissioners approved a new definition of junk vehicle. Under the new code, junk vehicles on privately owned land are defined as any inoperable, abandoned, disassembled, or extensively damaged vehicle with two or more of the following conditions:

A build-up of debris, moss or weeds on, in, under, or around the vehicle that obstructs use; damage to the frame; more than one missing or shattered window or windshield, more than one inoperable or missing headlight or taillight, more than one flat tire; a missing or inoperable engine or transmission; a missing wheel, tire, body panel, door, hood or other obvious body part, not including a bumper; a missing license plate; a license plate that has been invalid for more than 60 days; a missing driver-side mirror; evidence that the vehicle has not been moved in at least 60 days.  The definition does not include special-interest vehicles, vehicles undergoing active restoration, farm machinery, or prominently displayed ornamental machinery.

For this program, only passenger cars and light trucks are accepted (no busses, boats, motorcycles etc.).   This program is for up to five (5) vehicles per parcel.  However, parcels with more than five (5) vehicles will be reviewed on a case-by-case basis.  Vehicles must be accessible, contain no garbage (anything foreign to vehicle), and on private property within Thurston County.  Owners must have a Certificate of Title or a Junk Vehicle Verification Notification & Affidavit form (JVVNA).  The trunk must be opened before a company accepts the vehicle.   Do not leave an open trunk unattended; it can be an invitation for children to play in.
