Thurston County Development Regulation Amendment Proposals Available for Review

OLYMPIA – The Thurston County Development Services Department is seeking public comment regarding amendments to the Thurston County development regulations, including the County’s zoning, platting and subdivision ordinances.  Public comment is being solicited on a variety of amendments including:

Chapter 17.15 Critical Areas, Tree Removal in Wetlands:  The proposed amendment would change the regulations regarding wetland tree cutting to limit tree cutting to danger trees, or trees that may be sick or unsound as defined in Chapter 17.15.

Title 18 Platting and Subdivision, Limitation on Bonding:  The proposed amendment would change the regulations to place limits on the ability to bond for public infrastructure, landscaping and other requirements of the preliminary plat approval prior to recording the final plat.

Title 20 Zoning, Definition and Limitations for Stand Alone Accessory Uses and Guest Houses:  The proposed amendments would change the regulations for accessory uses adding a maximum size for a guest house, and adding requirements and definitions for stand alone residential accessory uses on lots nearby the primary residence. 

Title 20 Zoning, Public Facilities in the R1/10 Zone:  The proposed amendment would permit public facilities in the Rural One Dwelling Unit per Ten Acres zone with a special use permit.  

Title 22 Tumwater UGA Zoning, Requiring a Site Plan Review and Subdividing with No Sewer:  The proposed amendments would add requirements for an administrative site plan review of nonresidential projects and multifamily projects of more than four dwelling units.  This would result in a new site plan review chapter in Title 22.  In addition, the proposed amendments would provide flexibility for subdividing within the Tumwater UGA where sewers do not exist for lots of five acres or less.
