The Assessment Center Concept:
The principle feature of the ARC that distinguishes
it from a conventional detention center is its focus
on assessment, intervention and monitoring. The physical
plant would be designed to support the use of intensive
risk and needs assessment tools designed to keep low
risk offenders from being housed in the jail and linking
them with intervention services and treatment designed
to prevent repeat offenses.
