What is the Recommendation?

In 2006, the Board of County Commissioners directed staff to secure the services of an architectural firm to prepare a program plan for a community corrections and assessment center on property the County owns in the Mottman area industrial park. Known as the Thurston County Accountability and Restitution Center (ARC), the final project design incorporates the following:

  • Capital Cost and Funding:  Capital costs are estimated at
    $45 million and would be funded from existing debt capacity from unencumbered annual detention sales tax revenues
    .

     

  • Physical Elements Included:
     

    • Central booking/intake/assessment/release/transfer

    • Central kitchen

    • Video appearance court

    • Central medical

    • Central control

    • Building support

    • Jail administrative offices

    • Housing currently planned to be:

      • 4 64-bed dormitory units

      • 1 64-cell unit (50% of cells double bunked - 96-bed capacity)

    • Inmate programs

    • Video visitation*

    • Additional food storage*

    • Additional staff support*

*   Anticipated to be incorporated into existing Ferguson St. office building (Correctional Services Annex [CSA]) in Phase I

  • Correctional Options Supported:

    • Work release

    • Day jail and day reporting

    • Electronic home monitoring

    • Community supervision

    • Therapeutic courts and associated services

    • During Phase I, physical location of options programs will remain at Thurston County Courthouse building
       

  • In-Custody Programs Supported:

    • Community betterment & litter crews

    • Inmate worker crews

    • Jail ministries

    • Education and training

    • Treatment and therapy

    • Re-entry services
