City of Lacey - City Council, Position No. 6

Types of City Government - There are two forms of city government in Thurston County: mayor-council and council-manager. Under both forms of government, the council is the city’s legislative and policy-making body. All council members are elected.

The council enacts all ordinances, resolutions, and policies consistent with state law for the safety and welfare of the city’s or town’s residents. Ordinances may include local tax measures authorized by statute. Traffic, fire protection, police, land use, municipal services, business, and other regulations are overseen by the council. The council controls the city’s finances through the budgeting and auditing processes and by exercising general oversight. The council also makes contracts, creates subordinate positions, prescribes duties, and fixes salaries. The mayor’s role depends upon the form of government in a particular city or town.

Mayor-Council: Bucoda, Rainier, Tenino, Tumwater, and Yelm.
In this form of government, the mayor is elected and is the city’s chief executive or administrative officer and the ceremonial head of the city. The mayor carries out the council’s policies, administers day-to-day city affairs, and with some limitations appoints, supervises, and discharges subordinate officers. The mayor presides over council meetings and has a veto power over ordinances.

Council-Manager: Lacey and Olympia.
In this form of government the council appoints a city manager as the chief administrative officer. The manager appoints and discharges all department heads and subordinate officers and is responsible to the council for the proper administration of all city affairs. The council may discharge the manager but may not interfere with or bypass the manager’s day-to-day administration of subordinates. A council member is selected by the council, or by an alternative election method, to act as chairman with the title of “mayor”. The mayor continues to be a full member of the council with all attendant rights, privileges, and immunities. The mayor also presides over council meetings and acts as the ceremonial head of the city. The mayor has no regular administrative powers but may be required to exercise certain powers in emergencies.

All city and town positions are nonpartisan.

  Only voters residing within the city limits of Lacey will vote on this position.

I have been serving Thurston County for a long time through my participation with the Free & Accepted Masons of Washington, Olympia Masonic Building Association, Boy Scouts of America, multiple scholarship committees and the Soup Kitchen.

I am passionate about our community and the people that reside here. My hopes are to promote environmental well-being, economic growth and community outreach programs during my term on the Lacey City Council. I believe that all residents in our community should have a voice and it should be heard. I support and appreciate business owners and public servants that risk their lives day to day to meet the needs of those in our community.

As a 20+ year resident and manager of a successful family-owned business, I have seen the City of Lacey grow. My wife and I, with our two kids, can think of no better place to live than here. I want to ensure that Lacey stays a beautiful, friendly, and safe place to raise a family and build a business.

I serve as a Lacey Planning Commissioner and treasurer for Gateway Rotary. I continue to volunteer throughout Lacey and strive to improve the lives of others.

Combining my commitment to our community, career of military service, and business background, I will bring a fresh approach to government: one that respects and integrates the full spectrum of interests in Lacey.

Working together, we can attract commerce, build a sustainable community, and meet our infrastructure needs while protecting the environment. I would be honored to serve as your Lacey City Councilmember.

I’m still committed to seeking the best way forward for Lacey and the South Sound Region. I’m concerned that we continue to lose small businesses as the economy stumbles slowly towards recovery. It’s time to seek out and build new revenue streams around a local economy; one that will function free from the whims of Washington DC.

One plan I’ve advocated is what I call the E-PIL, or “Empty Properties Inventory List”. Working with those owners to design retrofits that will bring new business to Lacey is essential to future growth and stability.

My Boys & Girls Club garden project continues to thrive and expand. We’ll be sending some produce to the Food Bank this year. And by working with local farmers I want to bring a “Fresh from the Farm” Co-Operative to Lacey.
