Approval of the Minutes of March 1, 1999

Commissioner Oberquell MOVED TO APPROVE THE MINUTES AS SUBMITTED. Commissioner O'Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Audience Reports and Requests

There were no audience reports or requests.

Correspondence

Keith Smith, Environmental Health Director, responded to information contained in a letter sent to the Board from the State Department of Health concerning the Hawks Acres Water System.

Public Hearing to Consider Changes to Article IV of the Thurston County Sanitary Code - Operation and Maintenance/Loan Certification

Chairman Wilson opened the public hearing. Keith Smith provided background information and reviewed the impacts of the proposed Operational Certificate Fee changes on single family homes with existing onsite sewage systems and also on new and repaired systems. Also discussed was the potential fiscal impact of the proposed changes. Mr. Emerson Hoel addressed the Board concerning the proposed changes. Mr. Hoel encouraged the Board of Health to use the prior work completed by the Operational Certificate Advisory Committee. Mr. Hoel also asked permission to contact the FHA/VA to clarify their requirements for health letters.

Mr. Loren Colemorgan was present and asked questions concerning the impact the proposed changes would have on mobile home park systems. Mr. Art Starry responded.

When discussion was complete Commissioner Oberquell MOVED TO CLOSE THE PUBLIC HEARING AND ADOPT RESOLUTION NO. H-1-99 WITH AN EFFECTIVE DATE OF 4/1/99. Commissioner O'Sullivan SECONDED THE MOTION. There then was discussion of changing the effective date to 4/19 to coincide with potential changes to Article IV to be discussed at a public hearing on that date. The maker of the motion was not willing to amend the motion. Commissioner Oberquell WITHDREW THE MOTION. Commissioner O'Sullivan WITHDREW THE SECOND TO THE MOTION.

Commissioner Oberquell MOVED TO CONTINUE THE PUBLIC HEARING ON ARTICLE I, AND SET A PUBLIC HEARING TO CONSIDER CHANGES TO ARTICLE IV OF THE THURSTON COUNTY SANITARY CODE - OPERATION AND MAINTENANCE/LOAN CERTIFICATION FOR APRIL 19, 1999 AT 6:00 P.M. Commissioner O'Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Chairman Wilson asked staff to set up a meeting with the Onsite Sewage Advisory Committee and City of Olympia staff to assist in making recommendations on changes to Article IV. Mr. Hoel asked to review the draft of Article IV as soon as possible.

Director's Report

Sherri McDonald announced that Mary Selecky has been appointed as the Secretary of the State Department of Health.

Health Officer's Report

There was no Health Officer's Report.
