Commissioner Oberquell MOVED TO APPROVE THE MINUTES AS SUBMITTED. Commissioner O'Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Reschedule Public Hearing to Consider Changes to Article IV of the Thurston County Sanitary Code - Operation and Maintenance/Loan Certification

Keith Smith provided background information and explained the reason for the request is to allow additional time for public input and the development of proposed changes to the Operation and Maintenance Program. Commissioner Oberquell MOVED TO CANCEL THE APRIL 19, 1999 PUBLIC HEARING REGARDING ARTICLE IV OF THE THURSTON COUNTY SANITARY CODE - OPERATION AND MAINTENANCE/LOAN CERTIFICATION. Commissioner O'Sullivan SECONDED THE MOTION. THE MOTION CARRIED. Commissioner Oberquell MOVED TO SCHEDULE A PUBLIC HEARING TO CONSIDER CHANGES TO ARTICLE I AND IV OF THE THURSTON COUNTY SANITARY CODE FOR MAY 3, 1999 AT 6:00 P.M. IN ROOM 280. Commissioner O'Sullivan SECONDED THE MOTION. THE MOTION CARRIED. Commissioner Oberquell asked staff to notify of the change, in writing, the citizens who attended the previous public hearing on this issue.

Proposed Wellhead Protection Language for the Critical Areas Ordinance

Keith Smith explained that the Thurston County Ground Water Policy Advisory Committee has developed proposed changes to the Wellhead Protection language in the County's Critical Areas Ordinance. The bulk of the language relates how new land uses and expanding facilities in wellhead protection areas will be regulated. Language relating to the regulation of agricultural operations was also revised. Fred Knofsman with Development Services answered questions of the Board. Commissioner Oberquell requested wording changes and provided suggestions. Mr. Smith indicated the next step is to take the proposed language changes to the Planning Commission and will then be brought back to the Board for a public hearing and adoption in late summer.
