Approval of the Minutes of June 7, 1999

Commissioner Oberquell MOVED TO APPROVE THE MINUTES AS SUBMITTED. Chairman Wilson SECONDED THE MOTION. THE MOTION CARRIED.

FENBOM Water System Letter of Credit

Keith Smith, Environmental Health Director, explained that the applicant wishes to obtain final approval of a proposed short subdivision prior to completion of the small community water system. As required to accept a bond/letter of credit, the following has been completed: approval of plans, development of the water source, submittal of a cost estimate, and a bond/letter of credit for 135% of the estimate. When discussion was complete, Commissioner Oberquell, based on the recommendation of staff, MOVED TO ACCEPT THE LETTER OF CREDIT AND ASSIGNMENT (TWIN COUNTY CREDIT  UNION, ACCOUNT NUMBER 9790-40) TO ALLOW FOR FINAL SHORT PLAT APPROVAL (SSUB/PRRD 980752) AND ASSURE THE COMPLETION OF THE WATER SYSTEM. Kevin O'Sullivan SECONDED THE MOTION. THE MOTION CARRIED. Chairman Wilson stated Mr. Lundbom reported the assistance provided by Phil Brinker was very helpful.

Public Health Issue Management System (PHIMS)

Dr. Diana Yu, Health Officer, provided an introduction of the Thurston County Public Health Issue Management System (PHIMS), explaining it is a centralized, electronic report receipt, case investigation, reporting, and surveillance system for issues of public health significance. Greg Carpenter provided an overview of the system and answered questions of the Board.
Sherri McDonald, Deputy Director, spoke regarding how development of the PHIMS will satisfy State Department of Health (DOH) and Centers for Disease Control (CDC) standards now and into the future. Ms. McDonald also indicated other counties are expressing an interest in development of the system.

Appointments to the Family Planning Advisory Committee

Pat Libbey, Department Director, explained that members of the Family Planning Advisory Committee are recommending appointment and reappointment of members to the Committee. Commissioner Oberquell MOVED TO APPOINT AND REAPPOINT THE FOLLOWING MEMBERS TO THE FAMILY PLANNING ADVISORY COMMITTEE:

Health Officer's Report

Dr. Yu reported an increase in gastro-intestinal disease reports. Dr. Yu also indicated the number of Tuberculosis cases are increasing. There have been numerous reports of swimmer's itch. There was a brief discussion of what swimmer's itch is and how it is prevented and treated.

Director's Report

Mr. Libbey reported that the Department was not selected for placement of a Prevention Resident placements through CDC.
The Department has received notification of Department of Ecology revolving funding. Also, the CDC Henderson Implementation Grant was approved.
It was announced that Mr. Libbey was elected as the Vice President of the National Association of County and City Health Officials (NACCHO). This office puts him in line to become NACCHO President in two years. The Board congratulated Pat.
