Approval of the Agenda

It was decided to hold election of the 2000 Board of Health Chairman and Vice Chairman at a special Board meeting following the Board of County Commissioner’s meeting on January 10, 2000. There being no other changes, the agenda was approved as amended.

Approval of the Minutes of December 20, 1999

Commissioner Oberquell MOVED TO APPROVE THE MINUTES AS SUBMITTED. Commissioner O'Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Audience Reports and Requests

Mr. Don Taylor was present and greeted the Board.

Correspondence

Pat Libbey presented a draft letter for the Board’s approval. The letter will accompany the document Strategies to Improve Access to Care that will be sent to all area legislators.

Interlocal Agreement with State Of Washington Department Of Social and Health Services – Medicaid Administrative Match

Mr. Libbey explained that this contract allows the Department to continue receiving reimbursement for a portion of the expenses incurred when performing Medicaid related administrative activities. These activities include: performing outreach activities, assisting with the Medicaid application process, and linking Medicaid clients with health care and community resources. Based on information supplied by the Department Director, Commissioner Oberquell MOVED TO APPROVE AND EXECUTE THE INTERAGENCY AGREEMENT WITH THE STATE OF WASHINGTON DEPARTMENT OF SOCIAL AND HEALTH SERVICES FOR MEDICAID ADMINISTRATIVE MATCH. Commissioner O’Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Amendment No. 2 to the Municipal Services Contract with Providence St. Peter Hospital/Community Care Clinic

Mr. Libbey indicated that this amendment provides additional compensation to allow for an increase in outreach and linkage services for Medicaid clients provided by the Providence St. Peter Hospital/Community Care Clinic. Commissioner Oberquell MOVED TO APPROVE AMENDMENT NO. 2 TO THE MUNICIPAL SERVICES CONTRACT WITH PROVIDENCE ST. PETER HOSPITAL/COMMUNITY CARE CLINIC, AND AUTHORIZE THE DEPQRTMENT DIRECTOR TO EXEUTE THE AMENDMENT. Commissioner O’Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Amendment to the Interlocal Agreement with Southwest Washington Health District for the Provision of Regional Aids Services

Mr. Libbey explained that this is the annual amendment to the Interlocal Agreement which provides State AIDS Omnibus funding for Thurston County. The Department uses the funds to provide HIV/AIDS prevention and care services. The Department also subcontracts with community based organizations to provide prevention services. Commissioner Oberquell MOVED TO APPROVE AND EXECUTE THE AMENDMENT TO THE INTERLOCAL AGREEMENT WITH SOUTHWEST WASHINGTON HEALTH DISTRICT FOR THE PROVISION OF REGIONAL AIDS SERVICES. Commissioner O’Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Director's Report

Mr. Libbey reported that the City of Olympia has agreed to continue to participate in the Regional Groundwater Program.

Mr. Libbey indicated he is drafting a letter to members of the Groundwater Policy Advisory Committee regarding follow up to the earlier expressed idea of developing a Countywide water resource coordination and communication effort.

Health Officer's Report

Sherri McDonald reported an increase in inquiries concerning the flu and requests for flu shots as a result of recent information in the media. In response, an impromptu flu shot clinic was held. Commissioner Oberquell asked if information on flu shots was sent to Senior Centers that provide nutrition in the County. Staff was not sure and will follow up as necessary.
