Election of Board of Health Chairman and Vice Chairman For 2000

Commissioner Wilson MOVED TO ELECT COMMISSIONER DIANE OBERQUELL AS BOARD OF HEALTH CHAIRMAN AND COMMISSIONER KEVIN OíSULLIVAN AS BOARD OF HEALTH VICE CHAIRMAN FOR 2000. Commissioner Oberquell SECONDED THE MOTION. THE MOTION CARRIED.

Commissioner Wilson MOVED TO APPROVE THE MINUTES AS SUBMITTED. Commissioner Oberquell SECONDED THE MOTION. THE MOTION CARRIED.

2000 Consolidated Contract with Washington State Department Of Health

Pat Libbey explained that this is the annual consolidated contract used to transmit federal and state funding for public health services to the county where the services are delivered. Commissioner Wilson MOVED TO APPROVE AND EXECUTE THE 20-00 CONSOLIDATED CONTRACT #CO8628 BETWEEN THURSTON COUNTY PUBLIC HEALTH AND SOCIAL SERVICES DEPARTMENT AND THE WASHINGTON STATE DEPARTMENT OF HEALTH. Commissioner Oberquell SECONDED THE MOTION. THE MOTION CARRIED.

Subcontract Between Thurston Conservation District and Thurston County

Mr. Libbey explained that this subcontract with the Thurston Conservation District will perform the required tasks of the Centennial Clean Water Fund grant project entitled Henderson Inlet Watershed Implementation Program. Thurston County Environmental Health staff will be responsible for three tasks: bacterial contamination source identification, water quality remediation activities, and a sediment study. Commissioner Wilson MOVED TO AUTHORIZE THE DIRECTOR OF THE PUBLIC HEALTH AND SOCIAL SERVICES DEPARTMENT TO SIGN THE SUBCONTRACT WITH THE THURSTON CONSERVATION DISTRICT FOR THE HENDERSON INLET WATERSHED IMPLEMENTATION PROGRAM. Commissioner Oberquell SECONDED THE MOTION. THE MOTION CARRIED.

Director's Report

Mr. Libbey provided follow up information concerning the Departments response to the demand for late in the season flu shots. Commissioner Oberquell suggested the Tenino newspaper be notified of Healthmobile times and locations for flu shots.

Mr. Libbey indicated he will be forwarding Health Official Legislative Notes to the Board.

Art Starry provided information on a bill proposed to the Senate that will allow continuation of the well delegation program between the Department of Ecology and some local health departments. Local Health jurisdictions will inspect and certify some drinking water wells. Commissioner Oberquell asked if there is a hold harmless clause included. Mr. Starry will verify that should the bill pass and Thurston County enter into an agreement.

Commissioner Wilson initiated discussion concerning the Cascade Pole issue brought up by members of the public at the Board of County Commissionerís meeting earlier in the day. A request has been made to require clean up of the Cascade Pole site and the possible health risks associated with the site, and to issue a shellfish advisory in an area of Budd Inlet. There was discussion concerning whether the Board of Health has the authority or an obligation to intervene and/or direct actions of another jurisdiction for clean up on a contaminated site? Port Commissioner Bob Van Schoorl was present and spoke on the issue. Commissioner Oberquell suggested a meeting be set up with all interested parties present to discuss the issue. The Board asked Mr. Libbey to work with the Port of Olympia to set up a meeting of all involved parties, including the members of the public, to discuss and describe in one setting the current status and known effects of the site and clean up work. Mr. Libbey agreed to set up such a meeting in concert with staff from the Port of Olympia.
