Approval of the Agenda

Pat Libbey asked that an Executive Session for discussion of a property transaction, to include Central Services, be added to the agenda. The agenda was approved as amended.

Approval of the Minutes of February 7, 2000

Commissioner O’Sullivan MOVED TO APPROVE THE MINUTES AS SUBMITTED. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Interlocal Agreement with Wa State Department of Social And Health Services (DSHS) For Prepregnancy Family Planning Services

It was explained that this contract will allow the Department to be reimbursed by DSHS for provision of prepregnancy family planning services to women with family incomes at or below 200% of the Federal Poverty Level. Commissioner O’Sullivan MOVED TO APPROVE THE INTERLOCAL AGREEMENT WITH THE STATE OF WASHINGTON DEPARTMENT OF SOCIAL AND HEALTH SERVICES. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Community School Dental Sealant Program

Sherri McDonald introduced Kathy Kelso, Julie Miller and Darcy Peterson. Ms. McDonald provided an overview of the Community School Sealant Program indicating the program is a voluntary, school-based program to provide dental sealants to second graders at 20 elementary schools in Thurston County. Darcy Peterson provided specific information on the Sealant Program. Kathy Kelso provided information from the Dental Hygienist’s perspective. Julie Miller, Manager of the Providence St. Peter Hospital Community Care Clinics discussed the financial viability of the program.

Grant Request to Washington Dental Service Foundation (WDSF)

Sherri McDonald explained that the Community Health Task Force, in their Strategies to Improve Access to Care, identified the Access to Baby and Child Dentistry (ABCD) as one of three important community initiatives that can improve access to care. The goal of the program is to reduce the incidents of early childhood caries by identifying and erasing access barriers to early preventive care. The Dental Society has asked the Department to oversee and staff the case management component of the program which is eligible for Medicaid Match reimbursement from DSHS. The Board suggested wording changes in the method of financing beyond the period of Foundation support. Commissioner Wilson expressed appreciation for the way local dentists have stepped forward to participate in this program. Chairman Oberquell expressed concern with the County agreeing to serve as the administrative and fiscal agent when there is uncertainty of funding as a result of the passage of I695. Ms. McDonald indicated that time is still available and the administrative and fiscal responsibilities could be transferred to another agency if necessary. When discussion was complete, Commissioner O’Sullivan MOVED TO AUTHORIZE THE DIRECTOR OF PUBLIC HEALTH AND SOCIAL SERVICES TO SUBMIT A GRANT APPLICATION TO WASHINGTON DENTAL SERVICES FOUNDATION FOR SUPPORT OF THE CASE MANAGEMENT COMPONENT OF THE ABCD PROGRAM. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

2000-2001 Coordinated Prevention Grants

Sally Toteff explained that two grants are being offered from the Washington State Department of Ecology, which will support solid waste enforcement and implementation of hazardous waste programs. Commissioner O’Sullivan MOVED TO AUTHORIZE THE DIRECTOR OF PUBLIC HEALTH AND SOCIAL SERVICES TO SIGN THE COORDINATED PREVENTION GRANT CONTRACTS WITH THE DEPARTMENT OF ECOLOGY. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Ms. Toteff provided information responding to questions raised at the morning’s Board of County Commissioner meeting concerning the County’s Hazardous Waste Plan.

Commissioner Wilson initiated a brief discussion concerning the high number of calls received complaining of junk cars, and how will the clean up be funded. Ms. Toteff will check with staff and report back to the Board on this issue.

Director's Report

There was no Director’s Report.

Health Officer's Report

Commissioner O’Sullivan asked questions of Dr. Yu concerning ways in which tuberculosis can be transmitted. Dr. Yu provided information on the disease.

An Executive Session was held concerning a property transaction with no decision or action being made.
