Commissioner O'Sullivan MOVED TO APPROVE THE MINUTES AS SUBMITTED. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Audience Reports and Requests

There were no audience reports or requests.

Correspondence

A letter was introduced from Bonnie Ketcham, a Social Worker at DSHS, acknowledging the exceptional work of Public Health Nurse Karen Holt who is instructing DSHS staff in the NCAST training course.

A letter was presented from Jack Jourden, with the Washington State Department of Health, applauding the efforts of the Health Department and Planned Parenthood to work collaboratively to address the full spectrum of reproductive health services in Thurston County.

Resolution Appointing Alternate Local Health Officers for Thurston County

Dr. Diana Yu explained that the Board is being asked to formally appoint two acting Health Officers to serve should emergency situations arise when the primary Health Officer for Thurston County is not available due to illness, vacation, etc. Commissioner O'Sullivan MOVED TO APPROVE RESOLUTION H-2-2000 APPOINTING DR. KAREN STEINGART AND DR. MIMI FIELDS AS ALTERNATE LOCAL HEALTH OFFICERS FOR THURSTON COUNTY. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Hepatitis B and C Intervention Project

Erik Landaas provided a brief description of a project implemented in response to a potential outbreak of Hepatitis B among Injection Drug Users (IDUs) and their partners. Background information and project goals were presented. Pawnee Brown spoke regarding partner notification and other surveillance efforts. Dr. Diana Yu answered questions of the Board on Hepatitis B and C. Mr. Landaas reported the findings, results and conclusions of the project.

Recreational Shellfish Harvest Classifications for Burfoot County Park and Nisqually Wildlife Refuge

Art Starry explained that the Department has been having discussions with the Washington State Department of Health (DOH) concerning possible recreational shellfish harvest classifications for Burfoot County Park and Nisqually Wildlife Refuge/Luhr Beach. Staff provided an overview of the discussions held. The Board asked questions concerning Commercial Shellfish harvesting. Mr. Starry indicated he would ask Sue Davis to contact the Board with the information. Chairman Oberquell expressed concern with the action taking place with out communicating to the Nisqually Wildlife Refuge and asked that staff contact them ASAP. Staff agreed to do so right away. When discussion was complete, Commissioner O'Sullivan MOVED TO AUTHORIZE STAFF TO INFORM WASHINGTON STATE DEPARTMENT OF HEALTH THAT THE COUNTY AGREES WITH THE PROPOSED RECREATIONAL SHELLFISH HARVEST CLASSIFICATIONS FOR BURFOOT COUNTY PARK AND NISQUALLY WILDLIFE REFUGE /LUHR BEACH PUBLIC BEACHES, AND TO COORDINATE WITH DOH AND OTHER AGENCIES FOR APPROPROPRIATE SIGN POSTING AND PUBLIC NOTIFICATIONS. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Director's Report

Dave Tipton and Rachel Donnette were present to present highlights of the Talk Talk Heating Oil Tank educational efforts. Mr. Tipton provided an overview of the project and Rachel reviewed the process and written material produced.

An updated Department Emergency Phone List was distributed to the Board.

Sherri McDonald explained that Pat Libbey was on vacation and that she has been selected as a fellow in the Public Health Leadership Institute.

Health Officer's Report

Commissioner Oberquell asked if the Department had any oversight of practices that might affect groundwater on golf courses. Mr. Starry responded explaining how this issue is addressed.
