Approval of the Minutes of May 15, 2000

Commissioner Wilson MOVED TO APPROVE THE MINUTES AS SUBMITTED. Chairman Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Audience Reports and Requests

Ms. Danielle Carratt was introduced. Ms. Carratt is a nursing student at Pacific Lutheran University observing a health related public meeting.

Correspondence

Pat Libbey distributed a final copy of the letter to the Department of Ecology containing comments on the Cascade Pole Site Cleanup Action Plan.

Washington Dental Service Foundation Grant for Access to Baby and Child Dentistry (ABCD) Program

Mr. Libbey explained that the Community Health Task Force has been seeking initiatives to improve access to primary medical and dental care over the past 18 months. The Access to Baby and Child Dentistry (ABCD) Program has been chosen to increase access to primary and preventive dentistry for children under 6 years of age. The Thurston Mason

Dental Society has recruited nearly 30 dentists to participate in training and begin accepting Medicaid eligible children in their practices. The grant from the Washington Dental Foundation Grant will fund 50% of the cost of the outreach and case management part of the program. The other 50% of the cost will be recovered through the Medicaid Administrative Match contract with the Washington State Department of Social and Health Services. Commissioner Wilson MOVED TO AUTHORIZE THE DIRECTOR OF TH EPUBLIC HEALTH AND SOCIAL SERVICES DEPARTMENT TO SIGN THE GRANT AGREEMENT WITH THE WASHINGTON DENTAL SERVICE FOUNDATION IN THE AMOUNT OF $43,500. Chairman Oberquell SECONDED THE MOTION. THE MOTION CARRIED. Chairman Oberquell requested the grant agreement be signed off in writing by the Prosecuting Attorney’s Office prior to being signed by the Department Director.

Health Officer's Report

Dr. Diana Yu reported learning of a case of Measles in Edmonds and Hepatitis D in Tacoma. There have also been a smattering of Ecoli cases in neighboring areas. Department staff have been investigating a case of Hepatitis A in Thurston County but at this point a public alert is not needed.

Director's Report

New Financial Guidelines for Personal Health Services were reviewed and discussed. Mr. Libbey explained that the goal of the guidelines is to provide high quality and affordable health care and public health services and to treat all clients equally and in a consistent manner, regardless of their ability to pay or service being received. Significant changes include charging an office visit for all services, except WIC, which is consistent with most other health departments, and offering a fee assessment and sliding fee scale to all clients. Mr. Libbey also reminded the Board that fees for personal health services are based on Medicaid Rates and costs and are reviewed and updated as appropriate on a yearly basis.

There was a brief report on EDB contamination. Commissioner Wilson asked staff to determine if those water purveyors who are supposed to be testing for EDB have actually done so. Staff will find out and report back to the Board.

Jim Wilcox and Sam Marshall with Central Services were present and reviewed with the Board the site plan for the new Health Department building.

An Executive Session was held to discuss property acquisition.

There being no further business, upon reconvening from the Executive Session, the meeting was adjourned.
