Approval of the Minutes of August 7, 2000

Commissioner Wilson MOVED TO APPROVE THE MINUTES AS SUBMITTED. Commissioner O’Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Consolidated Contract Amendment No. 3

Pat Libbey explained that this amendment provides additional funding in the WIC and Family Planning programs, and for the Bioterrorism/HAN Project. Commissioner Wilson MOVED TO APPROVE AND EXECUTE AMENDMENT NO. 3 TO CONSOLIDATED CONTRACT NO. CO8628 WITH THE WASHINGTON STATE DEPARTMENT OF HEALTH IN THE AMOUNT OF $51,100. Commissioner O’Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Interagency Work Order with DSHS for the Alternative Response System

Mr. Libbey stated that the Work Order is specifically for the alternative Response System Program, which is for families that are screened by Child Protection Services (CPS) and determined to be low risk to moderately low risk of abuse or neglect. Services are provided to families by a community Health Nurse. It was reported that approximately 90% of the cases do not escalate. Commissioner Wilson MOVED TO APPROVE AND EXECUTE THE INTERAGENCY WORK ORDER WITH DSHS FOR THE ALTERNATIVE RESPONSE SYSTEM PROGRAM IN THE AMOUNT OF $46,756. Commissioner O’Sullivan SECONDED THE MOTION. THE MOTION CARRIED.

Director's Report

Mr. Libbey reminded the Board of the Community Mental Health Forum to be held at 4:30 P.M. at the Health Department.

Mr. Libbey provided a brief update on the Violet Meadows Estates Water System. Some contamination has been identified in the water. Staff is working with the purveyor.

Commissioner Wilson stated that Mr. Cole and Mr. Dierker, at the Board of County Commissioner meeting earlier in the day, requested signs be posted around the Cascade Pole site warning people with respiratory problems not to be in the area. Commissioner Wilson asked staff if it would be appropriate to do so. Dr. Diana Yu responded and reported on air quality monitoring being done by the Olympic Air Pollution Control Authority. Mr. Libbey indicated he will talk with Don Bache, with the Port of Olympia, however, to issue an advisory about a potential health hazard rather than a known one would be a major change in policy and would require a significant discussion with the Board prior to changing direction.

Health Officer's Report

Dr. Diana Yu distributed copies of the Public Health Info newsletter.

Dr. Yu reported that there may be a possible delay and shortage in receiving flu vaccine this year.

Commissioner Wilson thanked Dr. Yu for following up on the Legionella Disease.

It was reported that there has been an increase in the use of the Syringe Exchange site at South Sound Center in Lacey. Staff will come back to the Board with additional information on Hepatitis in the near future.

Commissioner Wilson congratulated staff on the Access to Baby and Child Dentistry (ABCD) kick off event.
