Approval of the Agenda

The agenda was approved as submitted.

Approval of the Minutes of September 18, 2000

Commissioner O’Sullivan MOVED TO APPROVE THE MINUTES AS SUBMITTED. Commissioner Oberquell SECONDED THE MOTION. THE MOTION CARRIED.

Audience Reports and Requests

Joe Cole, Jerry Dierker, and Larry Dudley were present. Chairman Oberquell relayed information obtained since their inquiries regarding the Cascade Pole site made at the Board of County Commissioner meeting earlier in the morning. There was concern with dump trucks leaving the Cascade Pole site without decontamination, and run-off observed. Chairman Oberquell suggested Mr. Cole check with the City of Olympia before Thurston County enters into the issue. Mr. Cole indicated he planned to attend the Olympia City Council meeting. Mr. Dudley distributed copies of related WAC’s and RCW’s. Chairman Oberquell asked Sherri McDonald, Deputy Director, to contact Don Bache, with the Port of Olympia concerning 1) run-off from the Cascade Pole site and 2) trucks leaving the site not being decontaminated.

Correspondence

A draft letter to the Port of Olympia concerning work being done at the Cascade Pole site with contaminated materials was reviewed. Suggestions were made by the Board and Mr. Cole, Mr. Dierker, and Mr. Dudley on the letter. It was asked that additional and larger no trespassing signs be posted that clearly identify the area as an EPA Toxic Clean Up Site. Drafts of potential signage were reviewed as well and suggested changes were offered. It was suggested that the word ‘warning’ be included in the signs.

Mr. Dudley expressed concern with children being in the area who might not be able to read the signs. Chairman Oberquell suggested the Mr. Yuck poison prevention symbol be used.

Mr. Dudley asked if Olympic Air Pollution Control Authority (OAPCA) could provide air omission testing equipment. Commissioner O’Sullivan indicated that doing so would likely be cost prohibitive. The actions taken to date by OAPCA were reviewed.

Mr. Cole suggested the Board of Health has the authority to direct the Port of Olympia to not allow vehicles to not leave the site without decontamination.

Frank Dare was present and commented on the proposed signage at the Cascade Pole site, suggesting it be kept simple and too the point.

When discussion was complete, it was decided that staff work on revising the signs to include:

People should contact OAPCA if an odor is present.

Interagency Work Order amendment with DSHS for Alternative Response System

Sherri McDonald indicated that this is a Work Order Amendment with DSHS for the Alternative Response System. This program provides services to families that are screened by Child Protective Services (CPS) and determined to be low risk to moderately low risk of abuse or neglect. The amendment changes the status in reporting to the local office liaisons only. Kevin O’Sullivan MOVED TO APPROVE THE INTERGENCY WORK ORDER AMENDMENT WITH DSHS FOR THE ALTERNATIVE RESPONSE SYSTEM. Chairman Oberquell SECONDED THE MOTION. THE MOTION CARRIED.

Director's Report

Ms. McDonald explained that Pat Libbey, Department Director, was on vacation and Dr. Diana Yu, Health Officer was attending a tuberculosis (TB) update.

Chairman Oberquell asked if the Department was aware of any proposed legislation on TB reimbursement. Ms. McDonald indicated not being aware of any at this time.

Chairman Oberquell also brought up the issue of the Washington State Department of Health Center for Health Statistics considering implementing electronic copies of vital records. This significant change would have a financial impact on the Department.

There was no Health Officer’s Report.
