Commissioner O’Sullivan MOVED TO APPROVE THE MINUTES AS SUBMITTED. Chairman Oberquell SECONDED THE MOTION. THE MOTION CARRIED.

Consolidated Contract Amendment No. 4

Pat Libbey explained that this amendment provides additional funding for the WIC program including purchasing additional clinic equipment and supplies. Commissioner O’Sullivan MOVED TO APPROVE AND EXECUTE AMENDMENT NO. 4 TO CONSOLIDATED CONTRACT NO. CO8628 WITH WASHINGTON STATE DEPARTMENT OF HEALTH IN THE AMOUNT OF $11,936. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Interagency Work Order Amendment with DSHS – Early Intervention Services

Mr. Libbey indicated that this amendment clarifies the performance period of a contract with DSHS, that provides in-home services to families with babies and young children at risk of child abuse and neglect. Commissioner O’Sullivan MOVED TO APPROVE THE INTERAGENCY WORK ORDER AMENDMENT WITH DSHS FOR THE EARLY INTERVENTION PROGRAM. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

City of Olympia Onsite Education Contract

Art Starry explained that for the past two years, Environmental Health has worked with the City of Olympia on the Septic maintenance Education Project. This contract will allow the Department to complete the next phase of the City’s septic system education program which will expand the program into the City’s urban growth area. The ultimate goal of the project is to protect groundwater resources and increase the life of septic systems. Commissioner O’Sullivan MOVED TO AUTHORIZE THE DIRECTOR OF PUBLIC HEALTH AND SOCIAL SERVICES TO SIGN THE PERSONAL SERVICES CONTRACT BETWEEN THE CITY OF OLYMPIA AND THURSTON COUNTY FOR THE SEPTIC MAINTENANCE EDUCATION PROJECT. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Consolidated Prevention Grant Amendment

Art Starry explained that the Department’s Solid Waste Enforcement grant proposal was approved by the Department of Ecology, and our existing grant will be increased by $100,000 through 2001. This will allow for maintaining the current level of solid waste enforcement through 2001. Kevin O’Sullivan MOVED TO AUTHORIZE THE DIRECTOR OF PUBLIC HEALTH AND SOCIAL SERVICES TO SIGN AMENDMENT NO. 1 TO COORDINATED PREVENTION GRANT NO. G0000196. Commissioner Wilson SECONDED THE MOTION. THE MOTION CARRIED.

Director's Report

Pat Libbey responded to Chairman Oberquell’s inquiry on potential TB legislation, made at the last Board of Health meeting.

Mr. Libbey provided follow up information on the gel-like substance, reported to have fallen from the sky, by members of the public.

Mr. Libbey reported that Darrell Cochran and Dr. Diana Yu are continuing to work with the Washington State Restaurant Association on the issue of bare hand contact in food service.

Mr. Libbey provided an update on the hiring process for the two Personal Health Program Manager positions.

Chairman Oberquell reported receiving a call concerning probable contaminated water at Claudia’s Trailer Park. It was clarified that the City of Lacey is the water purveyor for that site and that that information was relayed to Lacey at the recent Mayor’s Forum. Staff will continue to follow up on this report.

Health Officer's Report

Mr. Libbey indicated that Dr. Diana Yu was working on a TB case and not able to attend the meeting.
