Audience Reports And Requests

There were no audience reports or requests.


Department Director Pat Libbey explained that included in Board of Health correspondence will be follow up items and information requested at prior meetings.

Mr. Libbey reviewed with the Board the following items:

1) A funding comparison of the Department of Health Consolidated Contracts for 2000 and 2001. 

2) The Bylaws of the Thurston County Family Planning Advisory Committee, identifying the membership makeup of the Committee.  Commissioner Oberquell requested an attempt be made to solicit participation on the Committee of south County residents.

Mobile Syringe Exchange

Mr. Libbey provided an introduction explaining that as discussed at a Board Briefing in January, the Department will be implementing a mobile syringe exchange.  Erik Landaas, Project Coordinator, reviewed details of the project with the Board.  The Board asked questions pertaining to the project.    The Board expressed concern with staff safety, particularly staff entering people’s homes.  Mr. Libbey assured the Board that staff will be made aware and trained on identifying potential risk indications, and that staff is under direction to not go into a situation with anything not seeming right.  Commissioner Oberquell stated concern with not having a mechanism in place to make certain staff safely complete their shift, given the late hours.  A communication plan was created at that time to be implemented right away.   There was also discussion regarding publicizing the mobile exchange and determine who is using the service.  Mr. Landaas will forward to the Board data that was collected in an earlier survey.

Director's Report

Mr. Libbey provided additional follow up on staff participation in providing Earthquake response.  Mr. Libbey also mentioned that Sally Toteff and John Libby have worked out ways to dispose of earthquake related solid waste.    Mr. Libbey commended Department staff for a great job.

Mr. Libbey indicated that staff work to date in the Shellfish Protection District process has cost more than expected.  The process has turned out to be more time intensive than originally expected, given the thorough public process.  The Department will be bringing more information to the Board of Health at a future meeting.   Commissioner Oberquell asked for information on other Shellfish Protection Districts.  Commissioner Wolfe asked if  an Evergreen State College Intern might help with information gathering, etc.  Mr. Libbey will discuss the possibility with staff.  Art Starry, Environmental Health Director, confirmed with the Board a tour scheduled for March 14th

Commissioner Oberquell asked for clarification between the Shellfish Response Strategy and the Shellfish Protection District.   Mr. Starry responded.  Commissioner Oberquell expressed concern that the response strategy may be what determines the Shellfish Protection District and that people may confuse the strategy as a predisposed plan.  The Board suggested a communication go out right away that explains the difference.

Mr. Libbey distributed copies of the 1994 Homeless Services Plan.

Health Officer's Report

Dr. Diana Yu, Health Officer, stated a case of Measles has been reported in Island County, however no cases have been reported in Thurston County as yet.

Dr. Yu provided an update on Thurston County’s involvement in the Child Death Review Team.
