Commissioner Oberquell MOVED TO APPROVE THE MINUTES AS SUB­MITTED. Commissioner Wolfe SECONDED THE MOTION.  THE MO­TION CARRIED.

South Thurston Poultry Project Contract Amendment

Sue Davis, Sr. Environmental Health Specialist, explained that the Department has a contract with the Thurston Conservation District to perform ground water quality monitoring of private drinking water wells in the Yelm area near a poultry farm that has implemented best management practices to manage the waste generated on the farm.  An amendment is being proposed to extend the end date of the contract to allow the remaining grant funds to be used to continue ground water monitoring in the Yelm area.  Commissioner Wolfe MOVED TO APPROVE THE CONTRACT AMENDMENT WITH THE THURSTON

CONSERVATION DISTRICT FOR THE SOUTH THURSTON POULTRY PROJECT AND AUTHORIZE PAT LIBBEY TO SIGN THE AMENDMENT AND ANY SUBSEQUENT AMENDMENTS NEEDED.  Commissioner Oberquell SECONDED THE MOTION.  THE MOTION CARRIED.

Tumwater Storm Water Project Contract Amendment

Ms. Davis indicated that the Department has entered into an interagency contract with the City of Tumwater to perform storm water monitoring of two storm water systems within the City of Tumwater which discharge into the Deschutes River.  Due to unforeseen circumstances it is necessary to change the contract amount and end date.  When discussion was complete, Commissioner Wolfe MOVED TO APPROVE THE AMENDMENT WITH THE CITY OF TUMWATER FOR THE STORM WATER PROJECT AND AUTHORIZE PAT LIBBEY TO SIGN THE AMENDMENT AND ANY SUBSEQUENT AMENDMENTS NEEDED.  Commissioner Oberquell SECONDED THE MOTION.  THE MOTION CARRIED.

Director's Report

Pat Libbey,  Department Director, initiated a brief discussion concerning bringing contracts and amendments before the Board of Health. 

Art Starry, Environmental Health Director, provided an update on the Shellfish Protection District work.  The Board asked questions of staff specific to Station 5.  Staff indicated that information will be coming from the Department of Health.  Staff reminded the Board of the Shellfish Workshop to be held on April 12th at the Lacey Community Center.  Staff distributed to the Board copies of the County Ordinances, Shellfish Closure Responses of nine other county Shellfish Protection Districts.

Commissioner Oberquell asked Ms. Davis if the Department has been asked to provide comments on the Tatsooloo Point discharge from Ft. Lewis.  Ms. Davis responded that a request for comments has not yet been received, and indicated that she will look into it.

Mr. Libbey reminded the Board of the talk with S. Alex Stalcup, M.D. on Methamphetamine Issues and Trends scheduled for April 20th.

In follow up to discussion held concerning home visitation, Mr. Libbey stated he was pleased to see the issue of early childhood intervention, beginning with home visitation, has been placed high on the Board’s list of priorities.  Mr. Libbey did express concern, however, that there needs to be broader participation in seeking funding.   Commissioner Oberquell indicated an intern is doing research on other programs, throughout the state and country, that are currently working. 

Mr. Libbey provided an update on the impact the temporary 4th Avenue Bridge construction is having on parking at the downtown building.  Every attempt is being made to assure parking availability for the clients served.  Many options are being looked at and the Board will be kept apprised. 

Health Officer's Report

On behalf of Dr. Diana Yu, Mr. Libbey reported that there is a new tuberculosis case in the County.  Mr. Libbey commended staff for the work they have done managing the disease while at the same time cutting costs.
