SUMMARY OF ITEMS

1)  CALL MEETING TO ORDER

Chairman O’Sullivan called the meeting to order.

Attendance: Chairman O’Sullivan, Commissioners Oberquell and Wolfe, Department Director Pat Libbey, Acting Chief Administrative Officer Don Krupp, and Clerk of the Board Patti Swanson. 

a)  Approval of Agenda - Commissioner Wolfe moved to approve the Agenda as submitted.  Commissioner Oberquell seconded the motion.  The motion carried.

b)  Approval of Minutes – Commissioner Wolfe moved to approve the minutes of July 2, 2001 as submitted.  Commissioner Oberquell seconded the motion.  The motion carried.

2)  OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD

Joe Cole and Jerry Dierker were present and addressed the Board concerning Cascade Pole.  Concern was expressed regarding possible dredging operations at the site, and the Board was urged to take steps to prevent moving the hazardous material.  There was discussion concerning the flyer produced and distributed by the Port of Olympia.  Pat Libbey responded.  There was also discussion of the Port Commission meetings being held at the Courthouse and televised.

3)  CORRESPONDENCE - None

4)  PRESENTATION AND DISCUSSION ITEMS

a)  Opiate Use Trend and Proposed Intervention
Pat Libbey provided an introduction and explained that there is an emerging illicit opiate use trend in Thurston/Mason Counties as well as statewide.  Heroin use, abuse and addiction are on the rise with related increases in socio-economic problems and criminal justice arrests.  Proposed interventions to stop heroin use were reviewed and discussed.  Donna Bosworth, Chemical Dependency Program Manager, provided an overview of the options being considered and a proposed timeline for considering alternatives.  One of the options being considered is establishing a methadone treatment program in Thurston County.  Commissioner Oberquell questioned whether the process would include both pros and cons and reflect both sides of the issue.  Commissioner Oberquell stated she would not endorse the Health Department going out and encouraging a methadone program.   Erik Landaas, Public Health Educator, provided information on emerging opiate use trends.  Mr. Libbey provided information on a failed attempt in 1986 to establish a methadone treatment program.  Undersheriff, Neil McClanahan was present and spoke about what has changed since that effort and offered his thoughts on the issue.  Ms. Bosworth also indicated there has been an increase in drug trafficking, and stated research and treatment have greatly improved.  Unfortunately there is not sufficient data available.  Commissioner Wolfe acknowledged that what we have been doing to fight the issue is not working and is supportive of possibly establishing a program.  Chairman O’Sullivan indicated he is very supportive of creating a program based on his experience talking to people involved in the syringe exchange program.  Commissioner Oberquell requested data on Thurston, Mason and Pierce Counties.
