The role of the Thurston County Animal Response Coaliton (TCARC) is to promote education, safety, and disaster assistance planning to animal owners and animal / agriculture agencies, and to assist with evacuation, care and the subsequent safe return of animals displaced by natural and man-made disasters.

The responsibilities and powers of TCARC shall extend to the following functions:

  • Address problems and issues which by their nature require coordinated planning, research, information sharing, implementation and administration.

  • Undertake planning, exercise and training activities which the membership agrees should be done collectively.

  • Be a forum for cooperation and work with local agencies to maintain pet-friendly disaster shelters.

  • Train all TCARC volunteers in Disaster Animal Preparedness and Rescue.

  • Give presentations to agencies, organizations, schools and clubs about animal disaster preparedness.

  • Help each member agency to prepare a Continuity of Operations Plan/Business Continuity Plan as well as stakeholder agencies when requested by the stakeholder agency.

  • Create and maintain a resource management list.

  • Maintain at least one trained animal response/rescue team and at least five veterinary members.

The TCARC meets on the 3rd Thursday of every month at 6:00 p.m. at the Thurston County ECC, 9521 Tilley Rd., Olympia, WA.
