Seatco Prison, the first territorial prison in Washington. Built in 1878 by a group of private businessmen who were paid 70 cents per inmate per day by the territorial government. The prisoners had to work during their stay here, with all of the profits realized from their labors going to the prison owners. Conditions were so foul that it was regarded as 'hell on earth'. The prison was used for nine years.
