In 2004, the Thurston County Board of Commissioners directed staff to gather the necessary information so they could determine whether the County should develop Low Impact Development Regulations and Standards.  In June 2004, the Steering Committee was formed that included members representing the County’s Planning Commission, Storm and Surface Water Advisory Board, Shellfish Protection Districts, Nisqually River Council, People for Puget Sound, and Lacey Fire District.  The Steering Committee was tasked to answer the following two questions:

bullet Why Low Impact Development regulations and standards are needed?
bulletHow to proceed with creating a Low Impact Development Ordinance?

The Low Impact Development Steering Committee met monthly until April 2005, at which time they met with the Commissioners and provided the following documents that answered these two questions:

In April 2005, the Board authorized staff to follow the recommendations of the Steering Committee, which was to create a broad based advisory committee tasked to develop and recommend low impact development regulations and standards.

The Commissioners appointed fifteen citizens to serve on the Low Impact Development Citizen Advisory Committee.  The purpose of the Committee is to recommend Low Impact Development Regulations and Standards to the Board of Commissioners.

A Low Impact Development Technical Working Group was formed to work in conjunction with the Citizen Advisory Committee.  The purpose of the Technical Working Group is to provide any technical information that may be needed by the Citizen Advisory Committee to make informed decisions.
