Proposed Comp Plan Amendments (Docket)

Thurston County provides “early and continuous” public participation whenmontage of comp plan images making changes to the Comprehensive Plan and the development regulations that implement it. Annually, the public is invited to participate in the County’s “docketing” process, where proposed amendments to the Plan or regulations are listed and prioritized for the following year’s work. (The County also has a docket for changes to its development regulations.)

The public is often a source of suggested changes to the Plan or regulations. In addition, county staff regularly organize public forums, committees, task forces, and meetings with community organizations to discuss amendments. Finally, every proposed amendment to the Plan or development regulations has at least one formal public hearing to gather public comment. 2009 Comprehensive Plan Docket

At the beginning of each year, staff prepares a list of proposed amendments for the Board of County Commissioners. The Board analyzes the merits of proposed amendments based on state mandates, county priorities, joint planning, and public comment.

The 2009 Official Docket of Comprehensive Plan Amendments is available to the public. The Official Docket was approved on June 9, 2009 by the Board of County Commissioners.

The Docket is separated into 5 Tiers. For more information such as staff reports, maps and public comments on specific projects listed under each tier, please click on the project title:

Tier 1: Projects mandated by the state to comply with the Growth Management Act, Shorelines Management Act, or other state and federal laws. These projects are grant funded, or have been accounted for in the 2009 budget. Some of the projects are long-term projects from previous years and continue to be worked on by County staff.

Tier 1 Project List:

Tier 2: These are projects that address Board priorities and/or respond to significant public interest, and may include citizen initiated amendments. They include the Maytown rezoning, Grand Mound Sub-Area Plan update, Mineral Lands of Long Term Commercial Significance.

Tier 2 Project List:

Tier 3: These are inter-jurisdictional amendments proposed by Cities and Towns in Thurston County that will substantially be staffed by the Cities sponsoring the amendment.

Tier 3 Project List:

Tier 4: This tier includes citizen initiated amendments and site-specific (quasi-judicial) amendments that are fee based. The costs associated with these proposed amendments would be borne by the applicant. Long Range Planning has not dedicated any staff to these applications due to the size of the workload associated with Tier 1 and Tier 2 projects.

  • 4-A Wilmovsky – Grand Mound Sub-Area Plan (Expand UGA)

  • 4-B Hebert – City of Yelm Comprehensive Plan and Joint Plan with Thurston County

  • 4-C Venture Acquisitions - Tumwater/Thurston County Joint Plan

  • 4-D MC Construction – City of Lacey and Thurston County Land Use Plan for the Lacey UGA

  • 4-E Zorad - Tumwater/Thurston County Joint Plan

Tier 5: - This tier includes discretionary Comprehensive Plan and associated development code amendments that should be completed. However, there may not be staff available to complete the proposals this year.
