Detailed Information and Explanation
Tier 1 -- 1-F Chapter 4 Housing, Homeless
Encampments and Permitting Standards and ensure consistency with the
Thurston County Consolidated Plan for Housing
- The Thurston County Comprehensive Plan and the
Consolidated Plan for Housing in Thurston County address
housing needs in the county and the cities. The
Comprehensive Plan outlines the county’s objectives. The
Consolidated Plan for Housing in Thurston County is more
detailed and lists specific goals and deadlines that
must be followed in order to receive HOME funding
through HUD. The Consolidated Plan for Housing in
Thurston County is a sub plan of the Comprehensive Plan,
and every item must be supported by the Comprehensive
Plan however, there were inconsistencies between the
two plans.
- In addition to the text changes to ensure consistency
between the plans, the ordinance established health and safety standards
for homeless encampments associated with religious
ministries. Such encampments established by a church can
be regulated but not prohibited.
- The Thurston County Planning Commission held a
Public Hearing on March 3 regarding these changes to
the Thurston County Comprehensive Plan. A work session with the Planning Commission
was held on April 7, 2010. In a vote of eight for, and
zero against, the Planning Commission recommended
approval to the Board of County Commissioners, which had
a briefing on May 5, 2010.

On September 7, 2010, the amendment was enacted when the
Thurston County Board of Commissioners adopted
Resolution 14401 and
Ordinance 14402.
