The comprehensive plan amendment adopted changes to the Tumwater/Thurston County Joint Plan that were already approved by the City of Tumwater.
During its 2007 Comprehensive Plan amendment process, the City of Olympia adopted a Comprehensive Plan policy that explicitly defines the service area as including the city and the urban growth area. A staff report and the proposed amendment are provided below.
The comprehensive plan amendments updated the Transportation Plan map to include projects planned over the next 20+ years in the unincorporated portion of the City of Yelm Urban Growth Area.

This amendment included housekeeping and demographic updates that were already adopted by the City of Lacey. It did not include map changes. The amendment updated the Lacey/Thurston County joint Land Use, Housing and Utility elements for the Lacey UGA.

The applicants, Mark and Teresa Zorad, requested approval of a site specific Comprehensive Plan amendment and associated rezoning for 2.18± acres in the Tumwater Urban Growth Area currently developed with a single family house. The property is 2/3 of a mile west of the city boundary on the west side of Interstate 5. This item was associated with item 3-E City of Tumwater Southwest UGA Resizing and Land Use Analysis. While this is a separate item, it was considered with the above amendment.
The request was to change the land use map from Single Family Low Density Four to Seven Units per Acre (SFL 4-7) to Light Industrial (LI). The applicant proposed to expand a home based business on the site and allow for onsite customer traffic.
This amendment altered the Tumwater/Thurston County Joint Plan and the Official Zoning Map, Thurston County, WA North County Urban Growth Areas (TCC Section 22.06.020).
