Subdivision Moratorium Study Areas as of July 2011
Note: There were originally four moratorium study areas. Two of the original four were removed from the moratorim on September 7, 2010, when the Board of Commissioners adopted Ordinance No. 14402: the Littlerock Road Study Area and the 88th Avenue Study Area. With passage of Ordinance 14402 and Resolution 14401 Thurston County completed of a broader Tumwater UGA Land Use Analysis project. The notice of adoption is available by clicking here.
Over the next year or so, it is expected that Thurston County will be working with the City of Olympia to study the land use and zoning for the French Loop and South Olympia (Chambers) study areas. (Both study areas are described below.) These projects may be delayed by high priority issues.
The French Loop/Butler Cove area is located in the northwest quadrant
of the City of Olympia UGA , and has its own unique environmental and
development conditions. On January 13, 2009, the County
released properties to the west of Cooper Pt. Road from the moratorium
because they were either already developed, or the zoning was already
analyzed as part of the Green Cove Creek drainage basin study. The
area to the east of Cooper Pt. Road remains in moratorium. In
2007-2008, the area east of Cooper Pt. Road was the subject of a citizen
initiated comprehensive plan and rezone request for a lower density due
to severe slope and other environmental issues. The moratorium
will allow the County to study the appropriate land use and zoning with
the City of Olympia.

South Olympia (Chambers)Study Area
The South Olympia
(Chambers) area is generally located on the southeast corner
of Wiggins Road SE and 40th Avenue SE , and adjoins an area
in the City of Olympia that was studied for a comprehensive
plan map amendment and rezone in 2006 – 2008. In 2008,
the City redesignated and rezoned portions of the Chambers
Basin to a new zoning district -- the Residential 4 Units
per Acre Chambers Basin (R4-CB). This new zoning
district is intended to relieve stormwater impacts from
downstream properties. The County is currently
studying the applicability of the new district to this study
area.
