Inmate CommissaryThe Thurston County Corrections Facility contracts with Telmate, an outside vendor, for inmate telephone service to provide simple and reliable communication between inmates and their friends and family, which is rooted in the power of relationships. The purpose for contracting these services through a private vendor is to provide a supportive and friendly conduit for making connections, fortifying relationships so inmates get out and stay out.  It is our hope that this service will allow inmates to maintain personal communications and ties with friends and families to facilitate their future transition from jail life to community life.

Inmate Access to Telephones

Inmates use telephones that are located throughout the jail housing units to place outgoing calls. Each housing unit has specific rules concerning the location of telephones, hours of use, and the length of calls allowed. Some basic rules for inmates:

  • General population inmates have access to telephones during the day time with the exception of mealtime and during the facility count process.  Other restrictions apply to inmates that are in a specialized classification or housing unit.
  • Inmates cannot receive calls.
  • Corrections staff will not relay messages.
  • Inmates may place collect calls (subject to fees from your phone service provider) or they may use the Telmate prepaid phone account service.
  • Inmates are not allowed to make 3-way calls, unwanted calls or calls that would violate any law or court order.
  • Inmates may receive voicemail messages from friends and family (restrictions apply – contact Telmate).
  • All calls will be recorded if consent is granted (inmates and callers must push 1 to accept the recording stipulation). The exception to this are attorney calls if the attorney has registered their number with the Telmate Telephone Administrator at theThurston County Corrections Facility and it has been confirmed. IF IN DOUBT, PLEASE CONTACT THE FACILITY IMMEDIATELY!!!
  • TTY services for the hearing impaired are available upon request.

Prepaid Telephone Accounts

With a prepaid account, you can pay upfront and your loved one or friend can call until the funds run out. You can add more to the account at any time. There are two options when selecting Prepaid:

  • Deposit the money into your loved one or friend’s account and they have the freedom to spend the money on phone calls or any other communications services available at their facility.
  • With the Friends & Family Account, funds go into your account to pay for communication services such as phone calls, video visits and messaging. Your friend or loved one can only call the phone number you’ve specified.

Collect Telephone Calls

Collect calls allow you to instantly accept and pay for calls to your land line phone account. This means that if you “accept” the collect call from your incarcerated loved one or friend, all the charges for that call will then be billed to your land line phone account and will show up and be listed on your next local phone bill. Please note that different phone companies handle collect calls differently and there may be additional fees, costs, restrictions and limitations regarding collect calls with your carrier. We strongly urge you to contact your local phone company to learn about collect calls before your accept any from your loved one or friend.

Rates

  • Local calls: $2.29 flat rate (maximum call length ~ 15 minutes)
  • Intralata calls: $2.80 + $0.16 per minute + tax (max call length ~ 15 minutes)
  • Interlata calls: $3.95 + $0.59 per minute + tax (max call length ~ 15 minutes)
  • Interstate calls: $0.21 per minute + tax  (calls from state to state)(max call length ~ 20 minutes)
  • International calls: $10.00 per call (max call length ~ 15 minutes) (PREPAID ONLY – NO COLLECT)

Rejecting or Blocking Unwanted Calls

If you receive a call from an inmate that you do not wish to receive you can listen to the prompts and block the number so the inmate can no longer call you.  If you receive a call that is in violation of any law or court order, report it to your local jurisdiction immediately.

3-WAY CALLING NOTICE

This facility utilizes a superior 3-way prevention system to prevent 3-way calling activity. This detects and terminates all potential 3-way calls.

Users should understand what causes actual and false (potential) 3-way call responses and subsequent call terminations. Understanding what causes a 3-way call termination will prevent false 3-way call interruptions.

If a 3-way call is confirmed the inmate will be charged $25.00 for the first occurrence.  The number will be blocked should it happen again.

Potential Call Terminating False 3-Way Responses

  • Do NOT attempt a 3-way call. All 3-way calls will be immediately terminated
  • Do NOT use a speaker phone or amplified phone
  • Do NOT use a cordless phone out of range or one with static problems
  • Do NOT accept call waiting during your call
  • Do NOT yell into the phone
  • Do NOT cup a hand over the mouthpiece to mute or cut out background noise
  • Do NOT cough into the phone
  • Do NOT pick up another extension during the call. If this is necessary, speak immediately after picking up the extension
  • Begin your conversation immediately after accepting the call
