Thurston County Storm and Surface Water Utility Rates
All property owners in unincorporated Thurston County pay Storm and
Surface Water Utility rates through their property taxes. The rates vary
depending on the property's square feet of impervious surface, and
also on whether the property is located within the regulatory boundaries
of "NPDES Phase II." (This refers to
National Pollutant Discharge Elimination System Phase II, a federal
regulation that requires Thurston County and other jurisdictions of a
certain size to adopt stormwater-management programs to reduce the
amount of pollution that enters water bodies.)

How Utility Rates are Calculated
The Thurston County Storm and Surface Water utility rate has two components: a base rate and a capital rate. The rates appear as a single stormwater charge on annual property tax statements.
