JOINT PUBLIC NOTICE:
PROPOSED THURSTON COUNTY IN-LIEU FEE MITIGATION PROGRAM
Ecology and the U.S. Army Corps of Engineers are seeking comments on a proposal to establish the Thurston County In-lieu Fee (ILF) Mitigation Program. The Joint Public Notice was posted on Ecology’s ILF web page April 17 and will expire on May 17, 2013 (Reference #: NWS-2013-363): http://www.ecy.wa.gov/mitigation/ilf.html
A prospectus describing the proposed program has been received from the program sponsor, Thurston County Water Resources Program, dated March 2013, and titled “Thurston County In-Lieu Fee Prospectus.” This prospectus proposes an ILF program within portions of Thurston County. This prospectus is available on Ecology’s ILF web page. http://www.ecy.wa.gov/mitigation/docs/ThurstonProspectus.pdf
The ILF program will be designed and administered in a manner consistent with the Final Rule for Compensatory Mitigation for Losses of Aquatic Resources, which was published in the Federal Register on April 10, 2008 (the Final Rule can be found at: http://www.ecy.wa.gov/programs/sea/wetlands/mitigation/banking/pdf/Final_mitigation_rule_4_10_08.pdf).
