Grand Mound Connection Fees -- Commercial & Subdivision

Before connecting to the Grand Mound Water and Sewer System, property owners must first submit plans and pay plan check and inspection fees.

Connection Fees and ERUs

Connection fees for commercial properties (and subdivisions) are based on the equivalent household-worth of water a given business is estimated to use (called an ERU). For connecting a property to the water-sewer system, an ERU is the amount an average household of 2.5 people uses per month. Thus, in Grand Mound, one residential household is assigned one ERU when calculating the connection charge. The following table shows the ERUs Thurston County assigned to various enterprises for initially connecting a property to the Grand Mound system.

For subdivisions, each residence counts as 1 ERU.

Connection Fees for the Grand Mound Water and Sewer System (2011)

All commercial and subdevelopment property owners who apply to connect to the Grand Mound Water-Sewer System, pay the following connection fees.

  • Water connection (per ERU): $2,089
  • Sewer connection (per ERU): $2,404

Additional Fees for Properties That Lie Outside the Utility Local Improvement District Boundaries (2011)

Water and sewer service is also available to properties located outside the ULID boundaries, but within the broader Urban Growth Area boundaries. These properties are charged the connection fees above, as well as additional charges to account for their share of financing the water and sewer system. (Property owners within the ULID have already paid assessments to build the system.)

  • Charge for additional water capacity needed to support the property: $327 per ERU

  • Charge for additional sewer capacity needed to support the property: $1,142 per ERU

  • Water and sewer extension charges. (These charges are based on the potential value of the property once water and sewer service are provided, and on the property's square footage. Call Denise Velthuysen at 709-3077 to check on your specific parcel, or e-mail velthud@co.thurston.wa.us.)

  • Water rights: For properties outside the ULID boundaries, the developer must provide valid water rights to support the planned development. This can be accomplished by transferring valid water rights to the county, paying a water-rights acquisition fee to the county ($500 per ERU), or a combination of both.

Limited Services Available to Properties That Lie Outside the Utility Local Improvement District Boundaries AND Outside the Urban Growth Area - 2011

Commercial properties located beyond the Urban Growth Area boundaries may connect to water service, provided the property is within a defined "retail service area." (At this time, sewer service remains unavailable outside the Urban Growth Area.)  These properties pay a $690 water system modeling fee in addition to the fees described above.
