Under FCC regulations, all cell phones have the ability to dial 911—even after service has been cancelled. Staples, Office Depot and Best Buy are just a few of the many stores that now accept cell phones for recycling. For more information, visit EPA's "Plug into eCycling website.

Safeplace accepts donated cell phones and distributes them to domestic violence victims. The phones need not be in working order, or be activated. Phones for Safeplace can also be dropped off at police stations in Lacey, Olympia and Rainier. Cell-phone chargers are also accepted, but not required. Phones that aren’t working are sent to Shelter Alliance in Florida, which pays shelters up to $25 per phone. Shelter Alliance repairs the non-working phones and sells them to markets worldwide.
