Thurston County Code is Based on a National Model

Very few communities compose their own unique set of regulations.  Most adopt all or part of the 2015 International Building Code, a set of model codes established by the International Code Council.  Here in Washington State, the Washington State Building Code Council has adopted the ICC codes with some state amendments; likewise, Thurston County's code adopts the Washington-State amended version, with a few local changes. Specifically, Thurston County's Title 14 adopts (with amendments) these I-Codes:

  • IRC = 2015 International Residential Code (One and Two Family Dwellings and Townhomes)
  • IBC = 2015 Building Code (Structures Other Than One and Two Family Dwellings and Townhomes)
  • IMC = 2015 International Mechanical Code
  • IFC = 2015 International Fire Code
  • UPC = 2015 Uniform Plumbing Code

Building codes are complicated and are designed for building professionals, not the average homeowner. Please be sure to contact the Building Development Center early in your project for help understanding the codes.

  • Thurston County amendments to Washington State version (TCC Title 14): Click here to see Thurston County's amendments to the to the Washington-State amended International Code. The Thurston County amendments are contained in the county building code (Title 14).
  • Use and occupancy classifications: The International Code classifies structures, or portions of structures, according to their use and occupancy. These classifications are referenced throughout building codes. The codes are contained in Chapter 3 of the 2015 International Code, but Washington State has made a few amendments.
