The Development Review group reviews and inspects all land use projects to ensure compliance with the Road Standards, Drainage Design and Erosion Control Manual, Utility Ordinance, Uniform Building Code and other county ordinances. The division is also responsible for ensuring that all road construction projects within the unincorporated county are constructed in compliance with the approved project plans and all applicable county ordinances.
The Development Review office is located on the second floor of Building 1 in the Thurston County Courthouse complex at 2000 Lakeridge Drive SW, Olympia, WA 98502-6045.

Permits & Requests

  • Encroachment (Driveway) Permit
    • Required for any work proposed within the Right-of-Way.

  • Access Permit
    • Additional permit needed when the Right-of-Way is Un-Opened or unmaintained by Thurston County.

  • Utility Permit

    • Your local utility company will obtain this permit for you.

  • Construction (Grading) Permit

  • Oversize/Overweight Permits

    • Contact (360) 867-2300 to obtain this permit.

  • Request to Vacate Right-of-Way

  • Scoping Review Request

  • Traffic and Stormwater Drainage

Where to Apply?

Permit applications need to be submitted in person to Development Review in the County Courthouse, Building 1, 2nd Floor, at the Permit Assistance Center.
